Community Progress, Inc. is a non-profit organization dedicated to assisting municipalities and low- to moderate-income people with housing needs throughout Chemung, Steuben, and Schuyler Counties. We work in partnership with national, regional and local organizations to offer unique opportunities through:
Operation of housing rehabilitation programs to single, multiple and mixed -use dwellings; and
Operation of business rehabilitation/development programs.

COVID Crisis Rental Assistance Available in Steuben County
Community Progress, Inc. is offering 3 months of rental assistance to Steuben County tenants affected by the COVID-19 pandemic. Tenants must meet HUD income limit guidelines to be eligible and apartments will be inspected for chipping/pealing paint. Proof of all household income, proof of job loss due to pandemic and a copy of the lease agreement is required. May not be used for back rent owed. Must show proof of need is COVID-19 related.

Community Progress, Inc. is currently accepting applications for the Mobile Home Replacement Program only. We do not have Home Repair funding available at this time. Please call our office at 607-962-3506 to be placed on our wait list for home repairs. You will be notified as soon as funding becomes available.
CPI cannot assist City of Elmira Residents
Community Progress, Inc. cannot assist homeowners who reside within Elmira's city limits as there are existing programs in place for those residents. To find out more about these programs, please visit our LINKS page.
